Advice to prospective adoptive parents includes, but is not limited to, information regarding the surrender process, expenses that can legally be paid to or for the benefit of birth parents, tax credits for adoption expenses, home study requirements, the meaning of open adoptions, medical and social background information on the child, and references for counseling for birth parents. No matter what the circumstances may be, the adoption must be centered upon the child’s best interests.
